La rama poco conocida del Derecho Internacional Humanitario se encarga de establecer las reglas del juego en la conducción de las hostilidades. Un objetivo desconocimiento de esta disciplina jurídica que lleva a una clara desobediencia de las normas que la componen por las partes implicadas en el conflicto, hacen necesario publicitar este estudio para que su cumplimiento deje de estar únicamente plasmado en acuerdos ratificados y pase a integrarse a la realidad de la guerra. Siendo este uno de los objetivos fundamentales del presente análisis, el mismo ofrece una visión histórica de la regulación de la guerra desde los tiempos romanos hasta los protocolos y convenios más actuales, observando cómo tal ordenamiento va evolucionando a medida que se van sucediendo las guerras y disputas a lo largo de la historia, así como la manera en la que pueden llegar a influir intereses propios estatales en el porvenir de la población civil que se encuentre en territorios parte del conflicto.
The little-known branch of International Humanitarian Law is responsible for establishing the rules of the game in the conduct of hostilities. An objective ignorance of this legal discipline that leads to a clear disobedience of the rules that compose it by the parties involved in the conflict, make it necessary to publicize this study so that its compliance is no longer only embodied in ratified agreements but is integrated into the reality of war. Being this one of the fundamental objectives of the present analysis, it offers a historical vision of the regulation of war from Roman times to the most current protocols and conventions, observing how such regulation is evolving as wars and disputes are taking place throughout history, as well as the way in which state interests can influence the future of the civilian population that is in territories that are part of the conflicto.
